Budget Management
CPS provides cost management from project inception through close-out. Starting with conceptual estimates, through the production of periodic design phase estimates, CPS is constantly on the alert for scope creep and budget growth. In the contracting and award phase, CPS participation ensures that the cost being proposed as a contract amount will buy what needs to be, and what is expected to be bought. During the construction period, CPS manages and interfaces with the project participants on change order negotiations and management ensuring that costs being proposed are reasonable and, perhaps more importantly, the scope and terms of the change order defines the project participant's expectations.
CPS can provide any or all of the following:
- Provide an estimate at each design phase
- Identify areas of scope "creep" and corresponding budget growth
- Provide a detailed Estimate Summary documenting scope of work, parameters, project documents, variations between estimates, and inclusions/exclusions
- Compare the design team's invoices to schedule requirements and "earned value"
- Compare contractor's pay applications to schedule requirements and "earned value"
- Review change order requests for scope and cost validity
- Coordinate owner requested scope changes with design team
- Process agreed upon change orders
- Ensure submission of waivers, affidavits, insurance, and other required financing documentation
